“On the internet, there are ‘cue cards from January to April’ for example. Is this true? Does IELTS use the same questions at some point?”
Yes and no!
If you look at those online lists of questions, note that they always say ‘as reported by students’, because, of course, examiners cannot share the test questions.
Sure, IELTS does repeat questions on the Speaking Exam sometimes.
However, there is no guarantee that you’ll see any of those listed questions on your exam.

IELTS releases new Speaking question booklets periodically. Each book has tons of questions for each examiner to choose from.
So, even if there are 10 students on one exam, each one might have different questions.
Thus, these internet cue card lists are useful for practice, as are any lists of IELTS Speaking topics you see.
Remember, though, that the key to getting a 7 or higher is not just practicing IELTS Speaking Exam questions. You must have a high level of natural fluency as well.
